TCSCA – The 5th revised Toxic Chemical Substances Control Act in Taiwan has be promulgated on Dec,11,2014

Article 7-1:
Those manufacturing or importing new chemical substances shall apply to the central competent
authority for chemical substances information registration 90 days prior to commencement of
manufacturing or import.

Compulsory Registrations for Imported Toxic Chemicals

  1. The revisions to the Toxic Chemical Substances Control Act will require manufacturers or importers of toxic chemicals to register certain information with the EPA. This includes information on the circumstances of the manufacture/import of the chemicals, their physical forms, their chemical compositions, toxicities and exposures. and hazard assessments. There are 3 types of registration: small volume registration, simplified registration and standard registration
  2. Any substance which is not listed in the existing substance inventory will be considered as New Substance.
  3. According to the article 2 of registration regulation, Third Party Representative(TPR) for companies outside of Taiwan will be required by appointing a Taiwanese company (as OR function of EU REACH) to implement registrations of new and existing substances.
